Luis Reto joined Coscend Communications Solutions as a Member of Board of Advisors in January, 2008. He leads strategic incubation initiatives.
Luis brings over 20 years of telecommunications engineering experience at communications service providers and carriers, network equipment vendors, and network engineering consulting companies. At T-Mobile, Wireless Facilities, MCI WorldCom (now Verizon), France Telecom-Equant, and Digital Equipment Corporation, Luis has led organizational functions such as network engineering operations, Internet Protocol (IP) and core network services, mobile wireless solutions, transport engineering, and broadband wireless services. Under his leadership, these organizations planned, designed, developed, integrated, implemented, rolled out, and supported network operations.
Luis has led network and transport engineering organizations that:
- Developed efficiency programs in the areas of network outsourcing, capacity planning, end-to-end network performance and re-organization standardization, and that helped implement UMTS and migrate 2G networks to 3G at T-Mobile with a $50-70 million capital budget;
- Designed and deployed Alcatel’s SS7 and IP-based Intelligent Network (IN) valued at $26.4 million at Brazil’s Embratel and MCI WorldCom to support fraud, credit and collections, and to meet ANATEL’s (Brazil’s telecom regulator) call-blocking requirements that helped save an estimated $24 million a year;
- Provided network infrastructure design and deployment services at MCI WorldCom to roll out broadband wireless access worth over $40 million that enabled end-to-end IP services including Internet access, Web hosting, e-mail, and last mile access in 11 markets; and
- Planned and implemented MCI WorldCom’s global network and network management systems (NMS) to support the initial merged set of global products, such as 800, VPN, frame relay, ATM and private line, expanding the coverage to 30 countries and 52 cities worldwide.

Luis has been awarded a U.S. patent for an innovative method and system for calling card validation. The industry has recognized his contributions by inviting Luis to be a guest speaker at Supercom, and to present technical papers at conferences, such as Pacific Rim Mobile Forum and Alliance Symposium. He has also received MCI WorldCom's SMART Performance Award.
Luis has earned a master of science in Electrical Engineering from Florida Institute of Technology, and a bachelor of Science in Electrical Engineering from University of Maryland. He has lived and worked in the U.S., Latin America, Europe and Asia Pacific. He is fluent in Spanish and Portuguese, besides English.
